I’m Ricardo Villarreal, born and raised in Laredo — a proud Texan through and through. I’m not a politician. I’m a doctor, an Army veteran, a public policy advocate, a husband, and a father.

Growing up on the border, I saw firsthand the challenges our communities face — drug trafficking, violence, immigration struggles, poverty, and limited opportunities. Decades later, too little has changed, and in some ways, things have gotten worse.

With more than 25 years of public service and lifelong experience solving problems, I’m ready to serve you and bring our community’s voice to Washington.

RISING PRICES

We are hard workers, but nearly one in five people in our community is living below the poverty level. Not enough has been done to increase wages and reduce the cost of living. 

HEALTHCARE

Affordable healthcare should be a right for all, not a luxury for some. When one in five people here does not have insurance, people can't get medical care, and we all pay the price.

CHECKS AND BALANCES

The government should work for us, not against us. We need to stand up and fight against fraud, waste, abuse, or the weaponization of the government.

About Me

Hello everyone, I’m Ricardo Villarreal. I was born and raised in Laredo, but I also spent plenty of time at my father’s ranch in Nuevo Laredo. After graduating from United High School, I attended medical school in Guadalajara, Mexico—an unexpected path, but a great alternative given the high cost of U.S. education.

After practicing medicine for a couple of years, I returned to Texas to earn an MBA in healthcare management. My clinical experience in Mexico gave me valuable insight into hospital operations and deepened my interest in leadership and organizational development.

Following 9/11, I felt a strong calling to serve my country and joined the U.S. Army Reserve as an officer in the Medical Service Corps. Balancing civilian healthcare work with military service taught me leadership, discipline, and the importance of teamwork in complex systems.

Over the years, I’ve held roles ranging from front-line clinician to executive leadership, leading enterprise projects, shaping policy, and driving measurable improvements in patient outcomes. My passion lies in continuous process improvement and collaboration—working alongside people from diverse backgrounds toward a shared goal of making things better than we found them.

After completing my military service, I used the GI Bill to pursue additional graduate degrees in Leadership, Public Affairs, and Public Leadership, focusing on policy analysis, innovation, ethics, and strategy. These experiences strengthened my understanding of how leadership and policy can create lasting community impact.

In recent years, I’ve worked with nonprofit organizations to advocate for public policy changes that our communities need and deserve. I don’t do this work because it’s easy—I do it because I believe in being a force for positive change. I learned the value of hard work from my father’s dedication to our family ranch, and I bring that same commitment to everything I do.

Serving as your representative will not be easy, but I promise to give it my all—to listen, to lead, and to work tirelessly for a better future for you and your families. I humbly ask for your support.
